Today's meeting of the Securities and Exchange Commission will be the first for new chairman Chris Cox and Commissioner Annette Nazareth, a Democrat who formerly headed the SEC's division of market regulation. They have a big issue to discuss: soft dollars. It has been a huge regulatory issue as of late and there is no shortage of opinions. Some investor advocates believe the practice should be banned.
