Breakingviews offers an interesting partial solution to the conundrum TARP banks are now facing. Chafing at government oversight, many want to pay back the TARP funds as fast as they can. To that end, why not ask employees to invest their bonus money in a new capital raising venture? It wouldn't raise the entire amount.
