10 banks will need to raise capital?

Reuters reports that 10 of the 19 banks being subjected to stress tests will be told by the Treasury they need to raise capital. The banks on the list have so far not been made public, though there has been a lot of speculation about Citigroup, Bank of America, Wells Fargo, PNC and some other big regionals. 

While some banks may still be objecting, some attention will shift toward the public release of the results. Obviously, the Treasury doesn't want to panic the markets. So expect a happy veneer. But for 10 banks anyway, capital raising plans will have to be drawn. There could be more public money available to some banks; Treasury expects about $25 billion in TARP funds to be repaid. Could it be from Goldman Sachs?
